In March, the Justice Department submitted a revised version of its order, which was issued Thursday. The updated order requires immigration officials to verify people’s ties to the United States before they can take them in.

It says that refugees cannot “be admitted to the United States or otherwise admitted into the United States in support of or in anticipation of receiving financial benefits, including for education or training, from any country that provides support for acts of terrorism against the United States, its territories, or possessions, or the nationals of those countries.”
The President’s directive applies not only to the United States.
